Job Description

1. Responsible for the management of supplier cost, schedule and technical performance on moderate-to-high-risk, modified Commercial Off The Shelf, performance specification and complex build-to-print subcontracts for commercial, DOD and international programs. Holds procurement delegation and signs supplier agreements and purchase orders within established authority. Leads the development of subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and services for subcontract systems in support of development, production and global sustainment primes with multiple contract types. Prepares bid packages, conducts bidders' conferences, develops evaluation criteria, analyzes and evaluates proposals, negotiates subcontract provisions including price, selects or recommends subcontractors, writes subcontract packages, prepares awards and administers resulting subcontracts and required change activity.

2. Key participation in the proposal preparation, proposal pre-work and post award execution

3. Conduct subcontractor TKO / PKO events. Identify and implement plans & actions to resolve subcontractor issues

4. Key member of Program Integrated Product Team (IPT) responsible for managing and communicating current material status, problem areas and supplier mitigations

Basic Qualifications

1. Experience in Procurement / Subcontract Management, with Production and/or Development Programs

2. Working knowledge of standard contract types

3. Experience with subcontract cost, quality, schedule and technical program performance

4. Experience with Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations (DFAR), government regulations

5. Ability to participate with upfront integration with Engineering and Production to assure the creation of a complete Bills of Material (BOM)

6. Leads “Buying Centers” in resolution of Material problems which may impact Program Performance or Schedule

7. Detail and Teamwork oriented with demonstrated organizational skills;

8. Strong interpersonal skills

9. Demonstrated negotiation skills

10. Demonstrated problem solving skills

11. Business acumen and ability to make business based decisions

12. Self motivated, demonstrated sense of urgency, ownership of tasks and accountable

Desired skills

1. Position requires coordination of program requirements across all supplier life-cycle stages.

2. Successful candidate will understand Earned Value Management Techniques and ability to interpret supplier financial submittals

3. Understanding of the acquisition cycle, product development lifecycle and roles/responsibilities of various program personnel.

4. Demonstrated Risk Management experience

5. Leadership skills displaying attributes of Full Spectrum Leadership

6. Experience with systems such as:

a. MRP Tools (SAP- COS, P2P)

b. Procurement Tools (P2P, LMAP, SOP, CPOT, ETAB)

c. Government (FAR, DFAR, QPL)

7. Familiarity with Bills of Material.

8. Familiarity with hardware buying

9. Thorough knowledge of acquisition policies and procedures such as LMAP with associated knowledge of FAR/DFAR requirements

10. Strong organizational skills to handle many overlapping projects simultaneously

11. Demonstrated negotiations experience in a Truth in Negotiations (TINA) environment

12. Strong presentation skills and ability to address complex matters/solutions with Senior Leadership and customers

13. Lean Six Sigma - Training
