Procurement Specialist

Job Summary:

This position functions as a Procurement Specialist within the Business and Mission Partners division. The role supports the overall capacity of the procurement team to manage evolving state procurement policies and an increasing volume of complex solicitations and contract renewals. This position serves as a key development role for succession into senior procurement positions.

This position is available for remote work on a full-time basis within Arizona (including virtual office arrangements).

Job Duties:

Assist with the execution of end-to-end solicitations, contract renewals, and purchasing workflows. Ensure all actions comply with State Procurement statutes and departmental guidelines.

Serve as system administrator for the Arizona Procurement Portal (APP). Manage and process internal customer and end-user requests.

Process requisitions to purchase orders (PO) efficiently to maintain or exceed the current department average cycle time of 2 days.

Focus on the ongoing initiative to optimize and improve APP internal customer functionality. Resolve system inefficiencies to prevent order delays and avoid critical contract backlogs.

Other duties as assigned as related to the position (typically 5% - 10%)

Knowledge, Skills & Abilities (KSAs):

Knowledge

Federal and State procurement laws and statutes
Federal and State funding rules and regulations, contract language, and contract management

Principles, theories and processes of governmental contracting

Principles and processes in business and organizational planning, coordination and execution such as resource allocation and production methods

Accounting practices and the analysis and reporting of financial data

Researching and compiling information

State statutes, rules and regulations as they pertain to the Department and section

State government and department organizational structure

Confidentiality

Microsoft Office and the G-Suite/Workplace

Navigating enterprise resource planning (ERP) systems or dedicated e-procurement platform

Selective Preference(s):

Two years of experience in budget analysis, procurement, purchasing, accounting, or related services.

A Bachelor's degree in public administration, business, procurement, or related field from an accredited college or university preferred.
