PURPOSE OF CONSULTANCY

Objectives of the Department

The objective of the Health Emergencies Department (PHE) of the Pan American Health Organization (PAHO/WHO) is to increase health sector resilience to emergencies and disasters. PHE assists Member States to strengthen the health sector’s capacities in prevention, risk reduction, preparedness, surveillance, response, and early recovery for emergencies and disasters related to any hazards (natural, man-made, biological, chemical, radiological and others) and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain disasters, including outbreaks, and to provide effective relief and recovery to affected populations. PHE is responsible for ensuring the implementation and updating of the PAHO/WHO Institutional Emergency and Disaster Response Policy.

Organizational context

As part of the PAHO Health Emergencies (PHE) Department, dedicated to program management, partnerships, advocacy, and information management in the field of disasters, the Project Support Consultant is responsible for providing technical project/program management support and continuous interaction with relevant staff at all levels of the Organization. He/she also contributes to the Department’s information management, advocacy and resource mobilization efforts.

DESCRIPTION OF DUTIES:

Responsibilities:

a) Provide technical support in the design, negotiation, implementation, and reporting of emergency technical cooperation projects, including resource coordination, performance monitoring and assessment, and use of evaluation tools to support the sound management of regular and extrabudgetary funds; provide support and inputs to develop new program initiatives to support the program of work;

b) Prepare the required technical reports, in coordination with the officer(s) implementing activities in the countries, and support the preparation of required and ad hoc financial reports;

c) Support the preparation of various written outputs, including briefing documents for consultation and meetings with potential donors;

d) Support the Department’s information management and operational planning, performance assessment, and reporting processes; Support the implementation and monitoring of the Entity’s Biennial Work Plan (BWP) and the Semester Work plans (PTS);

e) Act as a liaison with staff in country offices implementing disaster projects to support planning, budgeting, recruitment and reporting for field activities;

f) Ensure the proper allocation of funding in compliance with project description and the Organization’s rules and regulations;

g) Participate in the implementation of PAHO response activities during disaster and public health emergencies, as required;

h) Perform other related duties, as assigned.

Education requirements

Essential: A bachelor’s degree in health or social science related to the functions of the post, from a recognized university.

Experience requirements

Essential: Five years of combined national and international experience in the fields of health planning, project management, monitoring and evaluation, disaster management, administration, or related field.

Desirable: Experience in disaster/emergency management /humanitarian response and working with UN organizations would be assets.

Languages

Excellent written and spoken English; working knowledge of Spanish (or English). Working knowledge of French or Portuguese would be an asset.

Location

The incumbent will be expected to perform this position’s duties and responsibilities remotely, with the possibility of duty travel as warranted.

Expected contract duration

6 months, with possibility for extension subject to performance and funding. This consultancy is expected to entail a full-time commitment.

Range payment – Band A

$ 172.00 - $ 215.00 Daily Rate.
